Joseph Farkas, 68, was arrested after Brevard County deputies removed two dogs from his home after finding the animals emaciated and neglected, according to the sheriff’s office.
Deputies said they received a call from someone who had been in Farkas’ home in Mims and reported, “both dogs are skin and bones.”
The caller said there was an unopened bag of dog food in the home, but that Farkas refused to allow her to open the bag and asked her to leave, records show.
Investigators said they went to the home in Mims to perform a well-being check on the dogs. The animals were found to be emaciated with their bones visible through their skin, according to the affidavit for an arrest warrant.
Deputies said the dogs were unable to get up under their own power and could not sit up or walk. The dogs were also soaked in urine and showed other signs of neglect, such as overgrown nails and plaque on their teeth.
Investigators said they observed the unopened bag of food in the home, which appeared to have been sitting there for some time.
Farkas surrendered the animals to deputies who took them for emergency veterinary care, records show. Deputies said both dogs had gained weight and were able to stand and walk under their own power within eight days of receiving proper care.

During a well-being check on the two dogs, Katie and Darcy, Farkas allegedly didn't want investigators to see the dogs, saying they were sick and he didn't want anyone taking his family.
However, according to the Brevard County Sheriff's Office, Farkas did end up allowing the well-being check to be conducted.
One of Farkas' dogs, Darcy, had skin sinking between her bones, bruising on her heels, dry skin and plaque on her teeth.
The sheriff’s office said the chair she was sitting on had urine on it, which suggested she had not been taken out to use the bathroom in a while.
Investigators conducted a check to examine Darcy's mobility, but despite efforts to see if she could move, Darcy was not able to move from the spot where she was sitting.
Farkas' other dog, Katie, also had difficulty moving and her back paws had urine on them.
Katie continuously whimpered during the well-being check, according to the Brevard County Sheriff's Office.
Overgrown nails and ribs exposed under her skin were also observed.
It was discovered Katie had additionally gone untreated for parasites.
A bag of dog food appeared to be unused, and the affidavit said it was surrounded by fur, dust and dirt.
Both dogs upon further examination were determined to be in life-threatening condition.
Darcy and Katie were removed from Farkas' home and given medical care.
