Recently unsealed child welfare records say the man accused of kidnapping and murdering 10-year-old Hailey Owens also sexually abused her.

Records from the state's Children's Division, released at the News-Leader's request, do not go into detail about the allegations, and some sections are redacted, such as a part that explains how officials know about abuse.

The report notes two "maltreatments" reported. One is her death and the other is "sexual acts/exploitation," in relation to her abduction on Feb. 18.

A list of questions listed under the sexual acts/exploitation section includes one that says: "Do you suspect child has been sexually abused?" to which the reporter answers, "Yes."

The report was completed on Feb. 21. The section that explains who reported the information is redacted.

A Springfield man suspected of kidnapping and killing a 10-year-old girl was unable to convince a judge to throw out statements he made to police after his arrest.
Public defender Patrick Berrigan asked the Greene County Circuit Judge on Monday to suppress Craig Michael Wood’s incriminating statements. Berrigan says his client was suffering from “intoxication, emotional turmoil and psychological instability” when he was arrested in February in the death of Hailey Owens.

Do you think that since he did this in full daylight in front of witnesses, that instead of letting her go, he just decided to go ahead and do what he wanted to do and go to prison having done his fantasy, since he knew at that point he was going anyway. In order to obtain a death penalty in Missouri, a prosecutor has to prove to a jury, beyond a reasonable doubt, that the murder involved one or more "aggravating circumstances" from a list of about 17 possibilities. In Patterson's Notice of Intent to Seek the Death Penalty, he said he would attempt to prove four aggravating circumstances about the murder:

1. It "was outrageously or wantonly vile, horrible or inhuman in that it involved torture or depravity of mind."

2. It "was committed for the purpose of avoiding, interfering with, or preventing a lawful arrest or custody in a place of lawful confinement, of defendant."

3. It "was committed while the defendant was engaged in the the perpetration of or the attempt to perpetrate a felony of any degree of rape, sodomy, or kidnapping."

4. Hailey "was a witness or potential witness in any past or pending investigation or past or pending prosecution, and was killed as a result of her status as a witness or potential witness."

A trial for Wood could be months or even years away. A judge typically handles a death penalty case with a great deal of care and deliberation to try to make sure a case isn't overturned on appeal.

Witnesses said a man in a pickup called to her and appeared to ask for directions. After she approached the truck, the witnesses said, the man grabbed Hailey and threw her in the cab of the truck and drove away.

The witnesses gave police a description of the truck and its license plate number. Three hours later, police arrested Wood after he pulled into his driveway in central Springfield. An initial quick search of his home didn't find Hailey.

After obtaining a search warrant, police found Hailey's body wrapped in two trash bags inside a portable storage container in the basement of the home. Investigators said it appeared someone had used bleach to clean up the home.

The defense for a Missouri teacher's aide accused of raping and murdering a 10-year-old girl said his client did commit the crime - but that the blame lies with drugs, not the killer.

Craig Michael Wood, 49, may face the death penalty for allegedly snatching fourth-grader Hailey Owens in broad daylight and in front of witnesses - something his attorney, Patrick Berrigan, says defies logic.

'He has no disguise whatsoever,' Berrigan, who blamed long-suppressed urges and methamphetamine for the February 2014 incident, said on Monday. 'He doesn't even have dark sunglasses.'

Although Wood has pleaded not guilty to the murder, Berrigan agreed with the basic facts outlined by Greene County Prosecutor Dan Patterson.

Berrigan told the court that when police searched Wood's home, they found a purple folder containing disturbing pictures and stories about sexual fantasies featuring 13-year-old girls - indicating suppressed urges that meth unleashed.

Wood is charged with first-degree murder, armed criminal action, child kidnapping, rape and sodomy. Prosecutors are pursuing the death penalty.

Several neighbors unsuccessfully attempted to rescue the 10-year-old girl, chasing the suspect on foot and by car.

Circuit Judge Thomas Mountjoy on Thursday sentenced 49-year-old Craig Wood for the February 2014 death of Hailey Owens.

Woods was convicted in November of first-degree murder but the jury couldn’t decide whether to impose the death penalty or life in prison without parole.

Before sentencing, Mountjoy denied motions from Wood’s attorneys for a new trial and calling judge-imposed death sentences unconstitutional.

Wood grabbed Hailey off the street and took her to his home, where he raped her and shot her in the head. Her body was found in his basement.

Back in 2014, 45-year-old Craig Wood stopped his truck to ask directions from 10-year-old Hailey Owens as she was walking down the street.

When Owens approached Wood, he lunged out of his vehicle, grabbed Owens and threw her inside “like a rag doll” before speeding away.

A couple witnessed the entire thing and tried chasing down the truck, but were unsuccessful. However, they were able to give police a detailed description of Wood and his truck.

Police were quickly able to identify the driver was Wood and were at his home within a few hours of Owens’ abduction. Unfortunately, it was too late — Owen’s body was found in Wood’s basement, stuffed inside a plastic storage container.

It would later be revealed that after abducting Owens, Woods had taken her straight to his basement where he raped the girl before shooting her in the back of the head. According to prosecutors, Owens was tortured in the last 45 minutes of her life.

Wood was charged with murder, kidnapping, rape, sodomy and armed criminal action. He would express remorse for his actions, claiming he was high on meth when he abducted, raped and murdered Owens.

In November, Woods was convicted of first-degree murder — which made him eligible for the death penalty — but the jury couldn’t decide whether to give him death or give him life in prison without parole.

A Missouri man who said he looked at child porn after his 10-year-old stepdaughter was abducted, raped and killed to see if there were any images of the girl online has been sentenced to seven years in prison.

Jeff Barfield argued before he was sentenced Tuesday that there was 'no criminal intent' and that he wanted to help law enforcement, according to the Springfield News-Leader.

The indictment alleges the crimes started in January 2012, two years before his stepdaughter, Hailey Owens, was abducted off a Springfield street in front of horrified witnesses.

Barfield, 40, pleaded guilty in June to receiving and distributing child pornography.

He admitted during the hearing to engaging in role-playing online with adults who were attracted to children, which he said was his way of covertly trying to learn the true identity of child predators so he could inform law enforcement.

Barfield said child porn was uploaded to a website on accident while he was on meth.

Assistant US Attorney James Kelleher said Barfield didn't mention any of those reasons when he was first contacted by law enforcement in 2016 about the child porn found on his computer.

Kelleher said Barfield was a pedophile with a 'deranged and extremely perverted mind,' noting Barfield looked at child porn even after his own stepdaughter was sexually assaulted.

Judge Doug Harpool said it wasn't his role to make a determination on whether Barfield was trying to protect others.

The judge also ordered Barfield to serve 10 years of supervised release after his incarceration.
